On 14 August 2006, Fiona was privileged to attend a seminar hosted the Division for Lifelong Learning (DLL) and the Further Education and Training Institute (FETI) at UWC at which Professor Jim Gallacher, Co-director, Centre for Research in Lifelong Learning, Glasgow Caledonian University, Scotland presented the keynote address that he gave at the NQF Colloquium in Pretoria on 10 August.

He has been evaluating the impact of the Scottish Credit and Qualifications Framework (SCQF). His address, entitled, "National qualifications frameworks: instruments of change or agents of change?" makes some interesting points about the challenges associated with qualifications frameworks, some of which are common to South Africa.
